Jeor Mormont surrendered Bear Island's lordship to his own son rather than his own honor to a court that had grown to disgust him, and took the black in his later years to lead the Night's Watch as its Lord Commander with a bluntness the order badly needed. Jeor Mormont is the Night's Watch's last real advocate from an age when the order still meant something to the wider realm, and his blunt insistence that the Wall's true purpose has been forgotten drives one of the story's clearest institutional critiques: an ancient safeguard left to rot by a kingdom too busy fighting itself to notice what it was built against. His decision to mount the largest ranging in a generation is, in that light, less recklessness than a last attempt to force the realm to take the Watch seriously again.
